There is currently much controversy in the dermatologic community concerning whether actinic keratoses should be considered benign skin lesions or precancerous lesions, and whether or not the issue should be included in the Removal of Benign Skin Lesions policy. We have received support for both sides, and Empire Medicare Services, who is the lead carrier for this policy, is currently working on policy revisions.
In relation to the Upstate Medicare Division's recent denials of actinic keratoses, a system change has been made and diagnosis 702.0 will now process on the basis of reasonable and necessary, as it did prior to August 1, 2001.
In order to rectify claim denials, the Upstate Medicare Division will be reprocessing any of those claims submitted and denied starting August 1, 2001.
