June 1997 page 8 Coding Communication Outpatient Hospital Use of Modifiers With the implementation of section 9343 (a) of the Omnibus Budget Reconciliation Act of 1986 (OBRA), Medicare has required CPT coding for hospital outpatient claims since October 1, 1987. One of the differences in using CPT for outpatient hospital reporting for Medicare Part A relates to the use of modifiers. The Medicare Technical Advisory Group Outpatient Workgroup (M-TAG) recently reviewed all Level I (CPT) and Level II (HCPCS/National) modifiers to determine their applicability to hospital outpatient usage.
