Clarification

Coding Clinic, Fourth Quarter 2008, page 5, Question 2, advised to assign modifier 59 to CPT codes 29827 and 29826. Based on the question, the physician performed a right-sided arthroscopic decompression of the subacromial space with a rotator cuff repair and the labrum was also debrided. According to NCCI perspective, the definition of different anatomic sites includes different organs or different lesions in the same organ. However, it does not include treatment of contiguous structures of the same organ. Please clarify why modifier 59 was appended in this case? ...
