AHA Coding Clinic® for ICD-9 - 2010 Issue 2; Clarifications

E-Code for Unspecified Activity

While reviewing the Official Guidelines for Coding and Reporting found in Coding Clinic Fourth Quarter 2009, page 171, a discrepancy was noted between the guidelines published in Coding Clinic and the Official Guidelines for Coding and Reporting appearing on the National Center for Health Statistics (NCHS) website. There seems to be an extra sentence under the Activity Code Guidelines published in Coding Clinic that does not show up in the guidelines on the website (page 90): “Do not assign E030, Unspecified activity, if the activity is not stated.” Please clarify whether an activity E code should be assigned when an external cause E code is reported, even if it is the unspecified activity? ...
