Obstructed Labor with Breech Presentation or High Fetal Head

A patient is admitted to the hospital in labor. However, her labor does not progress due to breech presentation of the fetus. After a trial of labor and attempts of version were unsuccessful, the patient had a cesarean delivery. The physician does not mention obstructed labor. However, according to the instructional notes at category 652, Malposition and malpresentation of fetus, obstructed labor (660.0) is coded first. Would it be correct to assign both codes? ...
