Return visit: BaHa® external speech processor

In the Second Quarter 2010 issue of Coding Clinic for HCPCS, a patient underwent the implantation of a BaHa® osseointegrated implant. Following the procedure, the patient was scheduled to return several weeks later for the attachment of the external speech processor. The answer provided was that since the attachment to the external speech processor was not done during this encounter, modifier 52, Reduced services, would be appended to the initial CPT code to indicate that the procedure was partially reduced. Can you clarify why the 52 modifier would be applied in this case when the gold standard is that the external speech processor is never attached until healing of the implant and abutment has been achieved? ...
