The Administrative Simplification Compliance Act (ASCA) requires that claims be submitted to Medicare electronically unless certain exceptions are met. In addition, the Health Insurance Portability and Accountability Act of 1996 (HIPAA) requires that the Secretary of Health and Human Services adopt standards for conducting certain health care transactions electronically, among them claims and remittance advices. Therefore, claims sent to Medicare must be sent on HIPAA-standard health care claim transactions unless certain exceptions are met.
