If a physician gives a "sample" prescription drug to a patient during an office visit

If a physician gives a "sample" prescription drug to a patient during an office visit but does not yet write an actual prescription for it, would that count toward prescription drug management on the Levels of Medical Decision Making (MDM) table in the CPT 2025 code set?
