Were Alien Encounter codes considered for ICD-10-CM?

Our developers were looking more closely at the ICD-10-CM source files and noticed some discrepancies. 

Upon further examination, they concluded that some codes seemed to be missing. 

So we filed an information request and received a document with what appears to be a proposal to include "alien encounter" codes in the official ICD-10-CM code set.
